What is the obstruction in this cleanout interior drainpipe?

Yes, that's what I'm referring to. That object *does* look like a pipe
hanging down inside there, but it's actually some kind of hard foam-like
material.
Also, when you pan slightly to the left, the whole
construction of the pipes looks odd, but it's difficult to see.
lol, there's a lot of "odd" construction concerning this particular
home. Though I would describe some of it as being more
dangerous than odd.
At the least it looks like there is a T where there should be a Y.

I'm not a plumber, but I never heard of a flapper in a drain.
I'm just referring to this object as a "flap" becuase it is slightly
flexible in the nature of its material, although it is solidly fixed in
its position inside the pipe. I'm not really sure what the proper term
for this object is.
