Some HOAs and apartment managers enter into an (illegal) predatory

We just had a tow truck company charged with auto theft here after a
spate of towing irregularities. There have been lots of these things
and people who elect politicians are not taking it anymore.

Our condo assn. is small, only 8 units. Each has a reserved parking
place, and there are 5 additional parking places. Only 4 units are
presently occupied. The board passed new rules last fall that each unit
may have only two vehicles in the lot. The lot hasn't been at capacity
for about 5 years, and then on rare occasions. Sometimes the "rules" are
just about assholes getting even with people they dislike. I was assaulted
by the present Pres. (long-term) of the condo board, and the prevailing
interests are in lock-step with her; others are just neutral and could
care less (until the assn. gets sued?). "Anything goes, as long as it
happens to someone else." Our board has a clique, one does the work and
has almost complete control, in return for going slow on collecting late
mo. assessments, resisting maintenance projects (fixing broken sewer
line). There can be very, very serious consequences for those who don't
go along....

So why move into a place with rules like that?
