The mayor of Toronto decided that banning shooting clubs within the
city limits would somehow stop this behaviour. What a putz.

That's typical, politicians who can't or won't take effective action instead
do something pointless just to appear to be accomplishing something. As the
bumper-sticker says, "Guns cause crime like flies cause garbage."
