Default Tecumseh 6hp Engine Won't Slow

the governor by moving the arm manually? As I say the spring seems
fine. Could there be a huge air leak somewhere? Never seen anything
like this before!

I doubt it is an air leak. I would begin by downloading/reading the
parts/repair manual to MAKE sure a spring didn't come off or is
missing, or the linkage is assembled incorrectly or binding. Also
check for dirt/grime build-up on linkage.
