Not hard to do. New Haven CT just got a new scanner so they just drive up
the street and the computer photographs, compares tags to a database and
kicks out the expired regs. They've taken in a million bucks in previously
unpaid taxes so far. The equipment cost about $100,000 so not a bad
return. Watch an episode of Parking Wars on A&E to see how it works. Philly
uses it for parking ticket warrants.
