In California if you can't afford insurance they revoke your car
registration and if your car is not registered they will tow it away

they have to FIND it before they can tow it.
If you're driving it around,and don't give police any reason to stop
you and check your plates,you'd get away with it for quite a while.

unless you can find some private property to park it on. So they
pretty much eliminated homeless people living in their cars. They
also eliminated the ability to look for a job in many cases.
