"inherently unstable."
The B2 bomber and F-117A are inherently unstable.
"Type certificate" is a concept applied to civil aircraft and it is
issued by whomever the civil aviation regulatory body is for the country
in question. For the US it is FAA. The military are responsible for
their own stuff.
