While some behave better than others, no certificated aircraft is
"inherently unstable."


The B2 bomber and F-117A are inherently unstable.


I don't think military aircraft are certificated. IIRC, "Stable" comes
in "positive," "neutral," and "negative" but "negative" does not mean
"unstable."
