tie wires come with loops on each end, they are wrapped around the

I thought it was a cotter pin remover but you're probably right. It
could double as a cotter pin removal tool though, at least for the
larger pins.

I've seen re-bar mentioned a couple of times, but it was also used to close
bags with a wire tie. Feed bags, seed bags, etc.
