A great suggestion to increase the ID, if the OD was not critical.

However the 3/8 PEX OD has a 1/2 -18 thread and it must not be
altered.

Then it would be a great deal easier to slip the 1/4" pex onto a
mandrel, and turn down its O.D. than it would to increase the I.D. of
the larger tube.
