Nothing new here. Berne in his "Games People Play" called this
"lets you and him fight."

This is simply the recycling of the successful race baiting
tactics the moneyed elite used in the south for 100 years to keep
the blacks and less well off [majority] whites from uniting and
throwing their a***s out of the state house and imposing fair
taxes on their huge [inefficient] estates and plantations at the
same rates everyone else had to pay, albeit at the national
level.
