That looks very close, but slightly too small.
3/16" is 0.1875
and asking for dimensions for a 10-32 screw I get:

Tap drill diameter: 0.159

So -- you would be missing 0.0025" diameter -- not too bad.
Not missing anything. A .1900 major diameter is out of spec for a
standard #10 2A thread and at the high limit for a precision 3A
thread.
