is the "arm" on the center post of the (newer) PV-V4540...what is
that?

from the parts list pvv4540 uses the beliow listed upper cylinder head

pv9450 uses
VEHS0571 ( A )
VEHS0570 ( B,C )
VEHS0567 ( D,E )
not much help but swapping may not hurt
