Default front porch steps are crumbing ( cement )

Any answer you get on here will be just a random guess- it is impossible
to form a meaningful opinion without seeing them. Can you post pictures
somewhere, and post a link to them back here?

But speaking in generalities- it depends. If there are just a couple
cracks, they do sell patch kits. If the concrete is crumbling all over,
and/or tilting funny or pulling away from the house, time to tear it out
and start over.

Start with yellow pages, look for 'concrete finishing and flatwork'.
Most people in that trade are happy to do drivebys and verbal estimates.
The demo and removal of the old will cost as much as forming and pouring
the new work.
