without chipping or cutting a section away to reform the corner?

Pull the anchor if its loose enough, clean the hole, spoon some 1:1
slow cure epoxy into it, and reinsert the anchor. If the anchor has
screw threads, put a well lubed screw into it before inserting, so it
can be readily removed for mounting the shutter. Should give you a
permanent fix, better than the original.
