Lowes has had the brakes here for 4 years or so in the Houston area... The
trouble with these carts now is that the wheels bump as you roll them. Flat
spots on the wheels from people pushing them with the brakes on. Actually I
never had a problem with unloading a cart with out brakes...I always thought
the brakes were to keep the carts from rolling into other cars in the
parking lot after they were abandoned.
