Windows Explorer will do it. You have to right click on the image name.
There's an option there to resize pictures.. at least there is with XP Pro.

Personally, I don't resize pictures unless they're really huge...

With most programs like photoshop and irfanview, you can keep the original size
and save them as web pictures, which make very small file sizes.. YMWV
