Urine is used by many animals to mark territory and for sexual
signals. What about putting a separate litter box for each cat, one
for where the problem spot is? If that new litter box is accepted
then move it in small stages to a new more convenient spot.

Cat training is an unbelievably difficult task.
They need to be scolded for urinating other than
in their litter box and rewarded with treats for
using the litter box. If you can't get them to
use a litter box, it may be time to get them
another home.
