The 4.7 was the first reading made available by the USGS, BGS later
estimated 5.1 then revised it to 5.3

The BGS web site collapsed into a smouldering heap within 3 minutes of
the quake, while the USGS one managed to collect 1000 "felt reports" and
plot them on a map showing the epicentre within half an hour.
