The experts, "lobbyists," put forth proposed laws, regulations, rules.
Competing experts make their cases known and the regulators or legislators

I agree that if you want to know how to make the job go smoother, ask
the person who does it. Now if the guy on the line says that the job
would go smoother with more salary, more workers and, better machines,
he should be prepared for a reality check from management, whose prime
devotion is to the board of directors and the stockholders. Similarly,
this allegiance to quarterly profits, may lead the board to dump their
industrial waste into a neighboring drainage ditch and the next thing
you know, you have rocket fuel (perchlorates) in the lettuce. So let's
not go one dimensional. Cheney's task force was one dimensional, they
only asked what business wanted. There need to be people at the table
who represent the public interest as well.
