shipping regulations for liquified natural gas towed behind tugs in
international waters.

The experts, "lobbyists," put forth proposed laws, regulations, rules.
Competing experts make their cases known and the regulators or legislators
decide which should be law. The alternative is to ban the experts and throw
darts at the wall.
