When you continue to spend at a higher rate than before, and you cut
revenues, then you defer the Cost of the Spending into the future.

But eventually someone has to pay those costs.

Which is why the "cuts" weren't really cuts at all -- they were
deferrals into the future.

Who got the money is another sort of question.
