It is clear you never bought insurance in Florida. The companies tell
the states what they are going to do and the states go along
pretending like it was their idea.
That is why insurance companies have a different corporation names in
different states.

Actually that is the requirement of the state, often. So they can
make sure to get their tax money and also to have leverage over the
companies. Large part of Florida's insurance problems are related to the
fact that insurance companies have (under FL law) to be domiciled in the
Sunshine. This usually ends up meaning that they have problems moving
money around from one subsidiary to the other (especially getting it
back out), so that FL has to fend for itself because regs make it harder
to move money around from other states.
