Just setting a simple leg fracture costs $2000. In 1960 this same
procedure cost about $150.

would be government's absence.

You're forgetting to factor in inflation. $150 in 1960 is roughly equal
to $1500 today. So unless you can greatly reduce the money supply,
just getting government out of medicine won't achieve a return to
1960 prices.
