'issue' -what's that? i think you mean 'problem' !

this is likely unrelated to your household voltage, as the fault is
too specific. normally things just die or explode if the volts are
off ;-) I assume you have a plasma or lcd Tv? if it is a CRT then it
needs degaussing in the first instance.check also the connecting leads
and try it in another room. we need to narrow down the possible causes
of this odd behaviour.....

Good suggestion.

I took it downstairs and not problem (not even an Issue!!!!). It can't
just be a cable issue though because when the cable was disconnected
and only the DVD player connected the picture was just as poor. Any
more thoughts?

It is possible that one of the AC phases coming into your house is not
correctly wired. There may be a poor ground/earth connection. Allowing
noise onto the power circuit. Moving from one part of the house to another
may have moved you to the other phase (in the us, 220 2 phase is brought
to the house and some outlets are fed from one phase, some from the other.

You may have a device that is putting a strong signal of some sort onto
the AC line, that signal feeding through the power supply circuits and
upsetting the vertical sync.
