Default dc motor problem ??

You have two motors on one breaker? Either motor will run without
tripping the breaker?

One motor may be bad and working because removing the load of the
second motor lets the breaker squeak by current wise - can't rule out
the breaker.

Why not switch breakers or (better) measure the current of each motor?

A single measurement can often replace a lot of arm waving and head
scratching . . .
