My tendency would be to use hydraulics. Small control voltages from an RC
receiver could drive (or be amplified to drive) hydraulic valves.

With a bit of planning it could be made proportional, by driving a power
steering valve with a beefy 1/8-scale servo.

You would probably still want to put a position sensor on your actual
steering angle, and steer that in closed loop -- but this sort of thing
should work quite well.

Where does one find a "power steering valve" -- is this a stock
hydraulic supply house item?
