Just turned on the central heating and noticed the pressure gauge is
sitting under the 0.7 bar. Opened the valve to try and raise it but it
just sticks. The downstairs radiators are hot but only the bathroom
radiator upstairs gets hot. Tried bleeding but only water comes out.

Any suggestions from anyone?

Make sure the pump is running properly, because, if it's been off for a
while, the pump may be gunked up. Keep an eye on the guage and see if it
rises when the system has been running for about thirty minutes or so. If
it rises, then the system is trying to work properly and if a radiator is
still not heating correctly, it is more than likely a local problem, as in
that particular circuit, to the radiator itself. i.e. the isolator valves
not open, the thermostat valve sticking, the pipe work furred up / blocked,
etc. etc.

Thanks to those who replied. I've tried everything again and the
pressure gauge is now working. Looks like sticking thermostatic valves
on the radiators
