It sounds like there is a thermo sensitive component. Get some freeze spray
and a heat gun. You will have to use the process of heating and cooling the
components in sequence to the power cycling to find the faulty component(s).
Most likely it is a bad cap.

Try discharging the main filter capacitor(s) with a high wattage low
value resistor (obviously with power removed) and see if it will restart
quicker, if it does you've got a capacitor bad, check the start-up
circuit for nasty little 47uF (or thereabouts) capacitors and associated
high value resistors (100k-470k)
