Default New plaster walls

50/50 matt is fine. If you need to use PVA then water it down by a lot
more then 50/50. Use 50/50 Matt paint though it's alot easier. Paster
will dry within a week or less.
I hate it when I redecorate a place thats has unsealed plaster, my pet
hate along with people that have not removed covers on downlights
before decorating.

You might find it in a specialist decorators supplier.
However, most decorators use cheap brilliant white
emulsion, thinned (or don't bother preparing the
plaster at all, and don't care that the paint will
flake off in a few years).
