It's the Australians doing that AIUI, not the EU.

In any case both GE and Philips reckon they'll have halogen lamps
operating at similar
efficiencies to CFLs by around that time, so any ban on *incandescents*
would be pure
madness.

A tax related to (in)efficiency might make some sense.
