OK, whacky conspiracy theory time.

The guy who worked for USAMRID got ahold of some of the
stuff, aerosolized it with silica nanopowder, and sealed it
in some envelopes. He probably did this in a bunny suit
because he did not leave any DNA evidence behind at all
on the tape, the paper, the stamps, or the envelopes.

He was trying to raise the conciousness of the administration
about how easy it would be to disburse agents like this.
Unfortunately he did not understand how mailing machinery
works. So the powder got out and killed some folks, which
was an unintended consequence.

The law enforcement folks probably realize all this, but
in the end, they would have a zinger of a time convicting
him, and it would all come out at trial exactly how this
was done, and how much of the government's own resources
were employed to do it. Like, paying this man a salary,
giving him access to the stuff, and providing the secure
facility that he used.

So that puts the US federal govenment on the hot seat
fair and square.

What to do?

Negotiate a settlement with this guy, we don't prosecute,
you don't ever do this again. His punishment: living
with the certain knowledge that he killed those folks.
No books, no movie deals, or you go to jail or the chair
for what you did.

Clamp the lid down on it all, supress all the real information,
because the public outcry would be huge if the details
of how this was done were to propogate.
