Default Does this gutter issue need to be fixed?

To clarify, water in that roughly 4 foot long section drips slowly between
the gutter and fascia board if it's raining lightly or if snow above is
melting. I *suspect* it's not due to a clog (since it always does this
even after they cleaned out gutters). I *suspect* it's something about the
way the roof or gutter was installed. When I look up at the gutter from
outside the condo, the gutter does *appear* to be flush with the fascia
board though.

If it rains really hard then the dripping can turn into "sprinkling" but
it's not anywhere near a tremendous amount of water such as when a gutter is
clogged and spills over.

This is happening above a bay window. Do I need to have this fixed or can
it be left as is?
