It doesn't have to satisfy the most rabid opponents. All it has to do
is get passed and work. But, what a guest worker plan clearly
wouldn't satisfy is the liberals in Congress. They are the ones that
opposed it, because they figure if enough illegals come here and can
eventually vote one way or another, they will keep the liberals in
power.
