I know the teachers would like to have a freer hand in disiplining
kids, but remember the NEA and teachers are not the same.

You're implicating the wrong group, Gunner. It's your appointed, state board
of education (or its equivalent) that limits discipline, in conjunction with
your state legislature. Teachers would love nothing more than to have a
freer hand.
