wrote Chief Justice William Rehnquist. "The Ohio program is neutral in all
respects toward religion. It is part of a general and multifaceted undertaking
by the State of Ohio to provide educational opportunities to the children of a
failed school district."

Note the Cleveland plan had been challenged because the majority of
families taking advantage of vouchers were sending their kids to Catholic
schools. The Supremes said that was Ok, because students weren't
*required* to attend religious run schools by the state. There were other
choices available to them.
