Water in the bowl is called the spot. Some designs have a low spot. These are
generally the bowls that do not have a flush jet. I forget the theory behind
the bowls with high spots vs low spots, but if you google the net, you will
probably find an expert.

Another cause of a low spot could be the bowl is not level.
