Possibly not but when you are driving along in good weather with no
visible hazards ahead and the perosn in front stands on their brakes and
I mean stands the 2s gap rapidly becomes 2 inches. B-)

Had another one tonight on the A66 near Middlesborugh, dual carriage way,
illumated but with NSL repeater signs. Doing just under 65mph, camera
ahead, car infront brakes down to 55. I was more like the 5s rule behind
but as we passed the camera I'd pulled out to pass him, he then sped back
up to 65 again... er Why?
