There is no FCC rule that says TVs must be HD. There is one that says by
2009 they must be digital compatible.


Some TVs are marked ED. Those are digital-compatible, but have a
physical resolution of 480 lines. They will usually accept a HD (720p
or 1080i) signal, and downconvert it. You don't get HD, but you do get
the other advantages of the new formats (picture stability, color
consistency, etc..).
