Surely even in Saskatoon sub -40 is EXTREMELY rare (unless your
including wind chill). In winnipeg I'd be shocked if it happened once or
twice a winter.
The heating degree days in winnipeg is around 10,000; i'm guessing
similar to Saskatoon.
