Hell, even Saddam thought he had more WMD's than he did. His
scientists were so terrified of failing to deliver the weapons he
demanded that they told him they had developed them.

They fled the country when it was obvious Saddam would discover the
lies. I don't recall the title but one of his top nuclear boys wrote a
book about the scam.
