Goto a tool rental store and rent a 7" angle grinder with a concrete
diamond cup wheel. Get a good mask and with a 8' level, grind away
until the floor is how you like it.

tank ( small bits visible ) but the big problem is that the cement used
to cover the hole is very uneven and raised a few inched from the level

The section is about 2.5 X 1.5 feet right against the wall. im not sure
if its releveant but sections of this cement look discoloured - old oil
maybe?
