Default Position for 13 amp cooker socket?

2005 edition pp 56-57 show a diagram of a kitchen with advice on
location of accessories in a kitchen.

The diagram shows a horizontal clearance of 300mm from the edge of a
cooker to the edge of a 13A socket.

plus:

(ii) Cooker control switches.....should not be nounted so that it is
necessary to lean or reach over gas or electric hobs for their
operation.

(iii) Socket outlets should be installed a minimum of 450mm from the
floor (& by (vi) at least 150mm above a worktop)

SFAIUI this is guidance on making a safe and apropriate installation
which will be in reasonable compliance with the IEE regs but it is not
a hard & fast ruling.
