What is the DTI’s low carbon buildings grant if not a subsidy?


I have not gone to the trouble of trying to understand this new
scheme. However, my view of the previous scheme was that the grant
was not worth having for many people. It might even be that the
grant helped inflate prices. A few hundred pounds per solar water
heating installation could be called a small subsidy, but it isn't
in the same league as others.
