these things with integral ballasts, that are really worthless. If
it's a two light four foot fixture you want, get a 2/32 watt with a
standard electronic, replaceable ballast. It should cost around $40

That explains it right there. The words Wal-Mart and quality cannot co-exist
in the same sentence. You truly get what you pay for there.

Go to the local electrical supply shops and get the light(s) from them.
