Well, that says there is no hot water flowing to the valve, I would
say. Is there some sort of service shut-off to the hot water side that
was never turned on?

I moved into a new house, and the electrical cut-out to the hot water
heater was plugged in in the "off" position.

How about hot water flow in the other fixtures in the bathroom, like
the sink, or a tub, if there is one?
