no the shutters are not the problem its the solenoid not operating
and there are no parts other than a capacitor on the fan assembly
i think it must be the controller that is the problem
and as it is a solenoid it can only work on dc otherwise the solenoid
would flutter backwards and fowards as it is working as a magnet

Either the solenoid has voltage or not. If a, bad solenoid. If b, bad supply
/ controller.
