It will depend on the attitude of the BCO and the department in general.
They should not in theory pass on additional costs, but that does not
stop councils from having a policy of doing so. If you can convince your
BCO that you know what you are doing, he may be happy to let you do all
the work and testing. This obviously works in you favour since you won't
need to stop work to allow inspections etc and can just get on with the
job.
