Troubleshoot and repair the vertical deflection circuit in the tv set.
Common problem on that vintage of Zenith tv.

If it's a vertical line, then you'll need to troubleshoot the
horizontal yoke return line. If it's a horizontal line, then you can
worry about the vertical circuit. So.........which is it?
