Default LCD Display Almost Monochrome

No white, red, green, anything else. The OSD control box displays in

Is that normal or not?

OSD works to adjust contrast and brilliance, but color adjustment for
red and green does nothing.,
The plug that connects to the PC seems to have all its pins in place,
opened the back of the monitor and reseated the video connection, Still
blue.
Tried it on another computer, still blue.
I'm thinking it might be the cable from computer to monitor?
Any ideas?

*If* the OSD is not displaying correctly that effectively rules out the
cable being the culprit.

If the OSD is normal then chances are the SVGA cable is faulty.

If you think the OSD is also screwed up then you have some failed
electronics and it likely isn't repairable. Your chances of getting spares
is slim to none, but if you're handy with electronics you may be able to
have a look and see if there's anything obvious wrong. Check for leaking
electrolytic caps as they're easy to diagnose and replace. You can often
smell bad surface mount electrolytics when they go bad- they smell fishy and
often leak electrolyte out onto the PCB.
